You should probably raise an issue with your support contact. You will need to specify versions (fglrun -V) including license controller (fglWrt -V) along with wether you are using Four Js License Manager (and again its version flmprg -V)
It would also pay to check output of
fglWrt -a info users
or
flmprg -a info users
and see if you can identify a pattern to the licenses being consumed that shouldn't.
