In the latest IIUG (International Informix User Group) newsletter they highlighted a survey they are performing for features to be added to the Informix database. See here

#47787 - Implement a way to report the character length of NCHAR & NVARCHAR columns instead of the byte length - This would hopefully allow the usage of character length semantics in Informix like we can do with other databases
