This attribute was a presentation style attribute that could be applied to Tables that would automatically stretch the last column so that it took up all the remaining horizontal space of a table.
When used this presentation style meant that you did not end up with white space to the right of a table. In 4.00 the resizeFillsEmpty space presentation style attribute was removed and has been superseded by use of the STRETCH=X attribute which can be applied to individual columns, or the STRETCHCOLUMNS attribute which can be applied to a TABLE.
